National Higher Education Strategy
HAHE, with a decision of its Supreme Council, suggests to the Minister of Education and Religious affairs: a) the program of national strategy for higher education, b) the programmed agreements of the Ministry of Education and Religious affairs with each HEI, c) the establishment, merger, division, abolition, renaming of HEIs and their individual academic units, d) proposals for the continuous assurance of high quality in higher education, and e) proposals and measures to strengthen the internationalization of HEIs.
HAHE, with a decision of its Supreme Council, suggests to the Minister of Education and Religious affairs: a) the distribution of the annual total budget to HEIs; twenty percent (20%) of which is distributed based on quality indicators and achievements of each institution, b) the distribution of staff positions in the HEIs, c) the current criteria and the manner of distribution of the state subsidy to the HEIs, ensuring the transparency of the criteria and indicators utilized, through publicly posting the relevant data.
For the exercise of its responsibilities, HAHE: a) collects and analyzes from the individual institutions the necessary data, b) systematically monitors the transition of HEIs’ graduates in the labor market, c) assigns the execution of research and studies related to matters pertaining to the Authority.
The Authority may recommend to the Minister of Education and Religious Affairs the full or partial suspension of the funding of an institution if the latter, through its own fault, does not provide required information and/or any necessary documentation.
Ensuring and improving the quality of HEIs and their offered study programs and degrees is a fundamental goal of Greek Higher Education, to better meet the needs of society and the expectations of Higher Education Institutions. These goals were further strengthened by the establishment of accreditation both at the level of the Institution and its Academic Units, as well as the level of study programs.
Promoting Centers of Excellence
To reward and support optimal quality and innovation practices in HEIs, the promotion of Centers of Excellence in higher education is established.
Higher Education Institutions, Schools, Departments, and/or interdisciplinary entities of HEIs, as well as partnerships of HEIs with research centers in the country or abroad are highlighted as Centers of Excellence by HAHE, after an invitation to submit candidacies and their subsequent evaluation by special committees formed by the Evaluation and Accreditation Council (EAC), whose members are appointed (randomly, through a raffle) from the External Experts’ Registry of the Authority. The criteria for the promotion of Centers of Excellence are the excellent quality and effectiveness of teaching and research, the effective structure and organization of related curricula, the connection of teaching and research, and the high quality of support services. By decision of the Minister of Education and Religious Affairs, issued after a proposal of the Supreme Council of HAHE, the evaluation criteria per case are specified, the weighting factor of each indicator is determined, and the specific procedure and details of selecting the Centers of Excellence are defined, as well as any additional support to be offered, along with any related issues to be clarified.
